A government shutdown occurs when a government discontinues providing services that are not considered "essential." Typically, services that continue in spite of a shutdown include police, fire fighting, armed forces, utilities and corrections.
A shutdown can occur when a legislative body (including the legislative power of veto by the executive) cannot agree on a budget financing its government programs for a pending fiscal year. In the absence of appropriated funds, the government discontinues providing non-essential services at the beginning of the affected fiscal year. When people read stories of children being snatched by SOSCF/CPS/DSS, etc. from parents who assert that they have never maltreated their children, I realize that their first question is always: "Why?" Why would a government agency that exists to protect children from abuse and neglect traumatize children by snatching them from their homes and families without good reason? There are two reasons. One is a sick, narcissistic mentality of social control and "re-structuring" by a faction of people who consider themselves god-like.
The other reason, that I will cover here, is money. Child "protection" is one of the biggest businesses in the country. We spend $12 billion a year* on it. FULL STORY

Nigeria- Are you looking for babies for outright purchase? Or are you in need of children to serve as maids? You don’t need to search further. In the heart of Lagos, a camp exists, where babies, young girls and boys are figuratively on sale. All you need is to pay and take them away without even signing any document.
Investigation by Saturday Sun undercover reporter revealed that kids are brought from villages, in the South East, with the consent of their parents, who are only interested in money and not the welfare or safety of their wards, and camped in houses in Lagos, from where are be given out to anybody who can afford the fee.
Checks showed that some of the kids, who are serving as maids or hawkers for their “slave owners” do not go home to see their parents. And those who did, after many years, especially young girls, are told by their parents not to bother returning, unless they find husbands.
To unearth this child trafficking cum slavery ring, Saturday Sun reporter, visited the baby shops, with a lady who posed as a prospective “buyer.” The lady negotiated and issued a cheque to “buy” a day-old baby.
The experiences of the victims and the reporter’s task to unravel these racket would simply shock you stiff. FULL STORY

Nearly half of the state's 1 million residents under 18 "lived in some officially measured degree of poverty" last year, according to a report issued Thursday. About half of all children qualified for Medicaid benefits in any given month, and more than one-third received subsidized school meals.
The 35-page report from the Joint Citizens and Legislative Committee on Children is meant to provide lawmakers with information they can use to make policy and funding decisions, its authors said.
The report offers no concrete recommendations, only an acknowledgement of current economic challenges and the general admonition that political decisions should strike a balance between the need for budget reductions and the obligations to the state's children. FULL STORY

That's what the problem is with CPS cases in general. The Masses have no clue that the courts they see on TV are not even remotely like what Family Courts are. That is, until YOU find yourself or a member of your family accused for something ABSURD and they are AGHAST at the injustice in Family Court. OKLAHOMA CITY -- A study commissioned by the watchdog group, Children's Rights, details some disturbing trends at the Department of Human Services.
"This report confirms absolutely that the DHS system is severely broken," said Paul DeMuro, Children's Rights attorney.
Children's Rights hired an independent group, the Center for the Support of Families, to put together the study.
It tracked 374 children of the more than 7,400 in state custody.
According to the findings, 12 percent of the children suffered confirmed abuse or neglect while in state custody.
The study also points out that some kids are shuffled back and forth to different foster homes.
According to DHS, the study is flawed and officials questions how the research was conducted.
"It does not come to the same conclusion that our own federal review of the information shows," Sheree Powell with DHS, said.
According to DHS, each year a review is conducted by the federal government.
In that report, DHS claims its safety rating is 99.8 percent, that's higher than the national average.
Powell says the agency is currently locked in a class action lawsuit with Children's Rights. FULL STORY and Video

UNDATED -- The child advocacy group suing Oklahoma's child welfare system in federal court issued a scathing report Thursday.
Children's Rights claims an independent review of nearly 400 cases revealed one in eight children were abused or neglected while in DHS care.
The group which is based in New York joined with local lawyers to sue DHS in federal court three years ago.
The suit started with eight children, but was expanded into a class action last year, representing all Oklahoma children in foster care.
