Call the Senate, Defeat the Myth
No new action took place yesterday. We believe that proponents of the treaty still do not have the votes they need to ratify it – and we are beginning to suspect they cannot get those votes however long they wait. Still, groups supporting the treaty are continuing to call and to put out misinformation in the social media. Many senators are repeating the same misinformation as well. So today we would like to start taking one of their points away from them.
Who Do I Call?
If your senators are not on the list above, we ask that you call them. (To find their number, click on your state here.) If they support the treaty, ask them why. If they give you the myth that it will help Americans overseas, here is how you can defeat it.
How Do I Defeat the Myth?
So when you call your senators today, if you have at any point heard them (or their staff) use this argument, please call them out on it. Here is what to say (in your own words): I understand that Senator ______ believes that this treaty will protect Americans with disabilities when they live or travel abroad. Can you please tell me which section of the treaty contains this protection? Lawyers I trust tell us there is no such language in the treaty. Can you read it to me? U.S. ratification of a treaty only binds the United States – no one else. So pick up the phone and fire away. But still be courteous. The truth is on your side; you can afford to be nice! Henry Cockburn was diagnosed with schizophrenia in 2002. Until then, his father Patrick, The Independent’s award-winning foreign correspondent, knew next to nothing about the illness. But sharing the news with his friends made him realise how many people had had the same experience but kept it secret. Today, in the third instalment of his ground-breaking four-part series, he contrasts the prevalence of mental illness with its stigmatised public perception.
When my son, Henry, was diagnosed with schizophrenia in early 2002 I knew nothing about mental illness. After seeing him for the first time in hospital in Brighton I went online in my hotel room and was dismayed to discover that the US Surgeon-General had said that schizophrenia was to mental disorders what cancer was to physical illness.
Later, I mentioned to close friends what had happened to Henry and found that a significant number knew all too much about schizophrenia because they had a close relative who suffered from it. Looking after a schizophrenic brother or a sister, or, most commonly, a son or a daughter, turned out to be a preoccupation that dominated their lives.

The state (Illinois) launched a new computerized phone system this week to improve its clogged child abuse hotline.
The hotline – considered Illinois’ front door in protecting battered and neglected children – had been operating with the original phone system from 1980.
The Tribune reported in July that more than 60 percent of nearly 250,000 hotline callers last year weren’t able to make a report on their first attempt. Instead, someone had to call them back.
Authorities said the Illinois Department of Children and Family Services, which operates the hotline, lacked the ability to track average callback times. Hotline workers as well as police, teachers and doctors told the newspaper it could take several hours during peak periods to get a response.

Sources for data showing child sex abuse decline

NEW YORK (AP) — Researchers at the University of New Hampshire's Crimes Against Children Research Center say data from a half-dozen sources suggest child sex abuse cases have dramatically declined since the 1990s. Here are details on data from the report, written by UNH professors David Finkelhor and Lisa Jones and published in the center's October 2012 bulletin.
—The National Child Abuse and Neglect Data System, which aggregates data from state child protective agencies, shows a 62 percent decline in rates of substantiated sexual abuse between 1992 and 2010. The raw numbers showed a drop from 150,000 to 63,000 cases, primarily in cases involving abuse by family members and other caregivers, who are statistically the most likely perpetrators in child sex abuse cases, although they are less likely to be the subject of news stories.
—The National Incidence Study of Child Abuse and Neglect, a sample survey of professionals who work with children conducted by the federal government once a decade, documented a 47 percent decline in sexual abuse between 1993 and 2005.
—FBI statistics based on local law enforcement crime reports show a 35 percent drop between 1992 and 2010. The FBI does not break down rape by age of victim, but over 50 percent of victims of reported rapes are under 18, so a drop in FBI rape statistics is considered a good indicator of a drop in sex crimes against minors.
—The National Crime Victimization Survey, which collects information annually from a nationally representative sample of tens of thousands of U.S. households every six months, asks about sexual assault among 12- to 17-year-olds and found a 69 percent decline in the annual rate of sexual assaults against teens 1993-2008.
—The Minnesota Student Survey, conducted every three years among sixth, ninth and 12th grade public school students in selected school districts, asks about sexual abuse by family members and non-family members. The survey found between 1992 and 2010 that there was a 29 percent decline in sexual abuse by non-family members and a 28 percent decline in abuse by family members.
—The National Survey of Family Growth gathers information every few years from national samples of women ages 15-44 about sexual and reproductive activity. Between 1995 and 2008, NSFG found a 39 percent decline in the women age 15-25 who reported that their first experience with intercourse was before age 15 with a person three or more years older.
—The National Survey of Children Exposed to Violence, conducted in 2008, found 2 percent of children ages 2-17 had been sexually assaulted, down from 3.3 percent in a similar survey five years earlier.
One survey in the UNH report did not find a significant decline: The National Survey of Adolescents, in two studies 10 years apart, reported what UNH researchers described as a "non-significant decline" in sexual assault for girls, from 13.2 percent in 1995 to 11.5 percent in 2005, and a "non-significant rise for boys" from 3.5 percent to 3.8 percent.
The UNH researchers noted that other indicators of child welfare that could be associated with sexual abuse have also declined, including teen suicide, down 30 percent from 1990 to 2010; teen runaways as measured by police arrests, down 60 percent; and teen births, down 55 percent from 1991 to 2010.
In addition, violent crime rates overall in the U.S. have been declining for the past two decades.
However, the researchers noted that there was conflicting data on whether there have been similar declines in the non-sexual physical abuse and neglect of children.
Although many high-profile child sex abuse cases have involved molestation of boys by men, including cases from Penn State, the Boy Scouts, and the Catholic Church, Finkelhor said that statistically, "about four girls are victimized for every one boy, and 95 percent of all offenders are males." However, he noted that girls are more often victimized within the family while boys are often victimized outside the family.

CRPD Update and Urgent Action Items
Yesterday
the U.S. Senate voted 61-36 to take up discussion of the U.N. Convention
on the Rights of Persons with Disabilities (CRPD). For a full
discussion of this treaty and its dangers, visit our CRPD page here.We expected the treaty to be taken up, as it was. We also had reason to expect that Senate Majority Leader Harry Reid (NV) would file for cloture at 5:00 p.m. That would likely put an end time on the discussion leading to an actual vote on treaty ratification as early as this weekend. Thanks, I believe, to the efforts of concerned and active Americans just like you, the cloture filing was pushed back, then ultimately failed to take place yesterday at all. If we are correct in our assessment, this is very good news; we believe it signals that Senator Reid does not yet have the votes he needs to pass this treaty, as he had expected to! This is exciting news, but there is still a lot of work to be done. Here is what we must do now if we are to reach victory over this treaty and preserve parental rights for all Americans, including those whose children have special needs:
Urgent Action Items
1. Thank the 36 Senators who voted against taking up the CRPD
at this time. This is a very gracious way of encouraging them to stand
strong and not back off of their position. Harry Reid and his colleagues
will be trying hard to pull a few of these Senators away. We must
persuade them not to bend.Please find the list here and call or email their offices expressing your thanks for their courageous stand for American self-government and parental rights. 2. Call you Senators (again?) and urge them to vote “No” on CRPD. Proponents of the treaty are calling as well; our voice must be louder. Find a script you can use here. WASHINGTON – Former Sen. Rick Santorum, a former GOP presidential candidate and the father of a handicapped child, joined Sen. Mike Lee, R-Utah, in denouncing the United Nations Convention on the Rights of Persons with Disabilities, saying it would open a “Pandora’s box” of legal interpretations resulting in a “direct assault on us and our families.”

Senate Vote This Week - Please Call Immediately!
U.S ratification of the CRPD would subject our domestic law to United Nations standards and oversight, threatening parental rights and American self-government. Thirty-six Senators have signed a letter stating that they “respectfully request that no treaties be brought to the Senate floor for advice and consent during the lame-duck session of the 112th Congress.” These Senators have promised in the letter that they “will oppose efforts to consider a treaty during this time.” Senator Reid has purposefully ignored this letter by promising to file cloture (so the filibuster cannot be used) and will make every attempt to proceed to the CRPD for ratification this week. We are behind in this battle. Thirty-six is not enough to stop a cloture vote – that takes forty – and these thirty-six have not pledged to vote “No” on the treaty. Yesterday afternoon, Senate Majority Leader Harry Reid (NV) announced that the Senate will vote to ratify the UN Convention on the Rights of Persons with Disabilities (CRPD) treaty on Wednesday. We need you to call your two senators immediately, and urge them to oppose the CRPD.
If the U.S. Senate were to ratify the CRPD, this would give the United Nations the power to influence and change domestic law and threaten parental rights and homeschool freedom.
Thirty-six senators have signed a letter stating that they “respectfully request that no treaties be brought to the Senate floor for advice and consent during the lame-duck session of the 112th Congress.” These senators have promised in the letter that they “will oppose efforts to consider a treaty during this time.”
Senator Reid has purposefully ignored this letter by promising to file cloture by Wednesday (if 60 senators vote to invoke cloture, a filibuster will be ended) and will make every attempt to proceed to the CRPD for ratification this week. Ratification of the CRPD will take a two-thirds vote of the Senate, or 67 senators to vote in favor of the CRPD if all 100 are present.
We need you to call both of your U.S. senators right now and ask them to oppose the CRPD. You can use our Congressional Directory to find your senators’ contact information.
