Children in their first year of life are three times — three times — as likely to be taken from their homes into the foster-care system in Shasta County as in California as a whole.
The county doesn't have California's highest rate of new foster-care entries, but it's a contender. Shasta ranks fifth in the state, while a band of rural northern counties — Plumas, Butte, Siskiyou and Del Norte — tops the dubious list.
