Troubled past, budget cuts plague Children's Services

This nightmare system started because of the presidential campaign of Walter Mondale in 1973 as the Child Abuse and Treatment Act of 1974 (CAPTA). Since that time, the government has added more and more egregious acts that have aided the agencies to become ever more tyrannical.
This entire system and everything they do is utterly unconstitutional. Recently the Greene v. Camreta case in the Ninth District determined that children DO have Constitutional Rights. This arises from an Oregon case. And of course the goose-stepping nazi's in Oregon have appealed that case to SCOTUS because it has seriously limited Camreta's ability to be a fascist kidnapper.
The truth is, this system is an utter disaster. The news is full of adopters and fosters BEATING, RAPING and KILLING kids, while the children's kin aren't even considered for placement. Of course, it's about the MONEY. And it's about a large group of people who subscribe to an evil agenda foreign to America.

The question I ask often is- If you got rid of this insane agency, what's the WORST that would happen?
