If you pay close attention during child abuse propaganda month, you will see the system sucks trying to gain the emotional advantage through misrepresentation of numbers such as one pinwheel for every call to the child abuse hotline as a representation of the number of abused kids in a geographical area. Not the number of substantiated cases. The actual number of substantiated cases wouldn't provide a dramatic enough effect to manufacture taxpayer support for a multi-illion dollar industry.
It's a psychological trick. It's all about appearances.
