About 51 percent of all children who were abused in 2010 were under the age of 5, according to Iowa's Department of Human Services.
This analysis defines abuse as anytime DHS child-abuse investigators conclude that allegations of abuse are "founded." To reach that conclusion, investigators must find "a preponderance of evidence," which is a lower threshold than for a criminal court finding. See "What Happens in the Fog"
Eighty-one percent of all abuse last year was neglect, a percentage that has changed little in recent years. Neglect refers to a denial of critical care, defined as the failure of a caretaker to provide adequate food, shelter, clothing or other care necessary for the child's health and welfare when the caretaker is financially able to do so or is offered financial or other reasonable means to do so*.
Nine percent of abuse in 2010 was physical, 3.3 percent was sexual and 4.3 percent stemmed from the presence of illegal drugs in a child's body. FULL STORY
This should help clarify in people's minds that what YOU think child abuse is- may be a LOT different from what CPS calls "abuse.
*We haven't heard of any people who are OFFERED any real help. This would come under "Reasonable Efforts", which isn't happening.
