I left a nice comment there-

RE: "For some people these awful discoveries call into question the effectiveness of our child welfare services. But services can only work if people are connected to them, voluntarily or otherwise. All the public service messages giving hotline numbers for parents to call when they feel out of control...."

Parents, whether they "feel out of control" or not- are highly unlikely to talk with CPS about ANYTHING, because CPS is world famous for being goose-stepping Nazi's. CPS is EVIL. CPS destroys every life they touch. CPS cares about kids like fleas care about dogs.

CPS is absolutely the LAST people you would want to talk to about any sort of family problem.

There's your problem.
