Child and Family Services Improvment and Innovation Act Passes Congress

Late last week, the Senate passed the Child and Family Services Improvement and Innovation Act (H.R. 2883). As reported, over recent weeks identical bi-partisan bills have been travelling through both sides of Congress as a result of bicameral efforts to reauthorize IV-B of the Social Security Act and take steps towards comprehensive child welfare financing reform. The Senate Finance Committee passed S. 1542 early last week, then the full House passed H.R. 2883 mid-week. Now the full Senate has passed H.R. 2883 without objection, by the voice vote process of unanimous consent. FULL STORY

This is “The System” that lives in four year authorizations by Congress. Various pieces come up for “renewal” every year, and much as we try to get this Monster defunded, the Ultimate Pork Barrel Project passes with no resistance.
