HARTFORD, Connecticut -- The state Department of Children and Families will no longer investigate relatively minor reports of neglect as part of a shift away from its traditional adversarial approach. Instead, it will offer help to the family.
The less serious reports make up 40 percent of DCF's caseload. FULL STORY
