UTAH: “Fathers Blast Utah’s Strict Adoption Laws”
BY: Ashby Jones A federal lawsuit is taking aim at Utah’s adoption laws, claiming they do not adequately protect the rights of unmarried biological fathers. The lawsuit, which names the state attorney general’s office and two former state attorneys general as defendants, was filed in Salt Lake City federal court on behalf of 12 men who fought to keep their babies from being placed into adoptive homes by their mothers. Currently, an unwed mother in Utah can relinquish her rights to an adoption agency 24 hours after she gives birth while fathers have limited grounds to challenge the adoptive parents’ custody of their child. INTERNATIONAL: “Supreme Court Gives Adoption Rights to Muslims”

Nair In a landmark judgment, the India Supreme Court ruled that any person can now adopt a child under the Juvenile Justice Act 2000 irrespective of their religion even if the personal laws of the particular religion do not permit it, extending the right to adopt a child to Muslims, Christians, Jews, Parsis, and all other communities. Previously, the right to adopt was restricted to Hindus, Buddhists, and Jains. The court, however, turned down the plea for declaring the right of a child to be adopted and the right of a parent to adopt a fundamental right under the Indian Constitution. INTERNATIONAL: “Russia Expands Adoption Ban”
BY: Eliana Dockterman Russia has passed a statute forbidding single people, who live in any country where gay marriage is legal, from adopting Russian children. This measure was passed as an amendment to the law passed last July forbidding all same-sex couples from adopting. The measure will not affect U.S. citizens who have already been banned since 2012 from adopting Russian children, regardless of their sexual preferences or marital status. OHIO: “Bill Would Require Group Homes to Provide More Info”
BY: Rita Price Under new Ohio legislation, group homes and other residential centers that care for minors would have to make themselves known to local emergency responders and develop “community engagement” plans. Supporters of the legislation want to remedy the communication problems and missing protocols brought to attention after the unfortunate murder of a jogger allegedly committed by a teenager residing in a group home. These facilities would have to provide addresses, information, and procedures for emergencies and disasters to local law-enforcement, fire, and emergency agencies. WASHINGTON: “House Approves Hargrove’s Bill for Foster Children” House Bill 2582, sponsored by Rep. Mark Hargrove, passed the state House of Representatives last week by a vote of 91-5. The bill, in attempts to give foster children more stability and a loving home with their foster family earlier, would require termination of parental rights paperwork to be filled out months earlier in very specific situations.
