FBI squad to investigate corruption among judges, legislators

The FBI has assembled a new squad to investigate corruption among judges and legislators in Georgia, though the top federal agent in the state is being tightlipped about what cases are developing.
Brian Lamkin, who heads the FBI office in Georgia, told The Associated Press he decided to form the team after months of reviews and a look at the bureau's long-term priorities.
Georgia's FBI office has long used a single squad that handled the brunt of corruption cases, from law enforcement officials to government officials. But Lamkin set up a special team to look into wrongdoing by police and other law enforcement officers and landed string of recent corruption charges. That team will still check out officers while the second new corruption squad will have a different goal, he said.
"It impacts the everyday system. It's not just a dirty law enforcement officer that might be shaking you down," he said. "You're talking about people that you elect to an office to represent you who try to line their pockets."
Lamkin will personally sign off on the investigations before they go forward, and high-profile cases will be approved by FBI officials in Washington, he said.
"The reason is a corruption investigation can ruin reputations," he said. "These are not quick hits. We will use sophisticated techniques and undercover operations to really go after these. That's why the individuals that work these have to be patient."
Lamkin wouldn't say how large the team is, but he said he's assigned about 40 percent of the staff in the bureau's white-collar crimes unit to the mission.
The move was welcomed by government officials, who believed state and local funding cuts over the last few years have eroded other investigations.
"I just appreciate it. One of the frustrations you hear is that with the state budget cuts, you don't have the resources to hire more investigators," said state Rep. Joe Wilkinson, who chairs the House Ethics Committee. "This brings another much-needed level of scrutiny to the system."
Fulton County Sheriff Ted Jackson, who has asked the FBI to investigate deputies at the Fulton County Jail for wrongdoing, applauded the new oversight. That probe led to charges in June against four guards accused of smuggling drugs and cell phones into the jail.
"The FBI has been working with us to rid this agency of corruption and investigate other crimes involving civil rights," said Jackson, a former FBI agent himself. "This effort is beneficial to the public by rooting out corrupt activity which costs taxpayers."
The new squad was formed as rounds of budget cuts have depleted key state investigative agencies.
The Judicial Qualifications Commission nearly ran out of money in December to investigate judicial misconduct, but state lawmakers gave it a financial boost this year.
The agency has forced several judges to resign, and recently recommended that a north Georgia judge be ousted from the bench after concluding that he pointed a gun at himself in the courtroom and berated his boss in a bizarre televised rant.
And the Georgia Ethics Commission, which investigates finance complaints and registers lobbyists, has been rocked by deep funding cuts even as it takes on more duties. The commission's director resigned after a dispute over the agency's budget and the status of several cases involving Gov. Nathan Deal. And it went from fielding three investigators in 2008 to none now, said William Perry, the director of Common Cause Georgia.
"Our state is cutting back on monitoring elected officials and their ethical behavior, so we welcome the fact that the federal government is stepping up," he said.
Lamkin still remembers the first corruption case as a field agent. It involved a food inspector who took $1,000 to look the other way at a Virginia naval base. It may not seem like a lot of money, he said, but don't try to tell that to a sailor who ate the tainted food.
"We don't take this lightly," he said. "These are truly the types of investigations that are being done in the back room. And the circle of friends is very small. In order to penetrate that inner circle, you've got to have a strong and tenacious group to develop the intelligence."

Cameron: Riot-hit UK must reverse `moral collapse'

LONDON (AP) -- Prime Minister David Cameron declared Monday that Britain faces a battle to find its moral compass following four days of riots that left five people dead, thousands facing charges for violence and theft, and at least 200 million pounds ($350 million) in property losses.
Cameron said senior ministers of his 2-year-old coalition government would spend the next few weeks formulating new policies designed to reverse what he described as a country being dragged down by many citizens' laziness, irresponsibility and selfishness. He said "the responsible majority" was demanding that the government build "a stronger society."
"This has been a wake-up call for our country. Social problems that have been festering for decades have exploded in our face," Cameron said in his prepared remarks for a planned Monday morning speech. SCRANTON - A disgraced Luzerne County judge was sentenced to 28 years in federal prison Thursday for his conviction on charges of taking hundreds of thousands of dollars in payments in connection with the operation of the counties' juvenile center.
The ex-judge, Mark A. Ciavarella, Jr., 61, was given the harsh sentence after he told the judge that he apologized for unethical behavior but had never taken "cash for kids."
He was found guilty in February of twelve counts of racketeering, conspiracy, fraud and filing false tax returns. The jury acquitted him on 27 other counts of bribery and extortion, as he pointed out to the judge before he was sentenced.
Ciavarella, for years the head of juvenile court in the county, was charged with the former president judge there in a 2.8 million dollar scheme to enrich themselves through their control of juvenile justice in Luzerne County.
The other ex-judge, Michael T. Conahan, 59, pleaded guilty and is awaiting sentencing, as are other key conspirators in the plot, including the builder and an owner of a for-profit juvenile detention center that was at the heart of the corruption.
Federal prosecutors, saying that Ciavarella has used children as "pawns to enrich himself" showed the jury how the two judges had used their political and judicial power to shut Luzerne Counties' government run juvenile facility a decade ago. This created a business opportunity for a developer, Robert Powell, and a builder Robert Mericle. FULL STORY

Defense spending, along with Social Security and Medicare, accounts for over 50% of the federal budget and is sure to come under the knife as Congress and President Obama look for ways to cut the nation’s staggering deficit. Most voters think that’s a good idea.
Sixty-seven percent (67%) of Likely U.S. Voters think that thoughtful spending cuts should be considered in every program of the federal government as the nation searches for solutions to the budget crisis. A new Rasmussen Reports national telephone survey finds that just 22% of voters are opposed to considering cuts in every government program. Eleven percent (11%) are undecided. Fifty percent (50%) oppose keeping the military out of the mix of potential cuts. But 35% think thoughtful spending cuts should be considered in every program except the military. Fifteen percent (15%) are not sure which course is best.
In the national political debate, Republicans tend to be more protective of defense spending, while Democrats are more protective of the non-military side of the ledger. The new voter findings help to explain why.
Seventy-one percent (71%) of Republicans, for example, favor thoughtful cuts in every government program, but 58% think cuts should be considered in every program but the military. Seventy-three percent (73%) of Democrats, on the other hand, oppose spending cuts that don’t include the military*, but just 59% of those in the president’s party favor the consideration of cuts in every program of the government.
Among voters not affiliated with either major party, 71% favor considering every program for spending cuts, and a plurality (49%) opposes sparing the military from these prospective cuts.

An attempt by the Oklahoma Department of Human Services to cut back on fraud by its workers places an undue financial responsibility on seniors using DHS services.
OK AuthentiCare requires health care providers in the ADvantage and State Plan Personal Care programs to make a toll-free call from the client’s phone when they arrive.
A letter mailed by DHS’ Aging Services Division says when the health care provider calls, electronic voice-recognition confirms they have arrived at the client’s home. A second call from the client’s phone when the health care visit is finished establishes the time the provider completed the services.
It sounds as if DHS has an issue with its workers and has created a plan that places a potential financial burden on seniors.
Seniors who chose to own a cell phone instead of a landline conceivably would have to buy a landline in order to receive services.
As cell phone technology and access improves, more people will dump their landlines.
It appears some DHS workers must have been claiming house visits they did not make.
We do not want to label all DHS workers as cheats. However, it seems enough workers were skipping their responsibilities that DHS felt the need to create this new requirement.
It is not fair to pass an expense onto seniors because some DHS workers do not have the integrity to actually do their job.

What more disgusted words is there for me to say? This organization is utterly corrupt from top to bottom and there's really NO fixing it. See, here they are dealing with ADULTS who can TELL on them, not kids.
