Why can't Grandma Georgiana Nolan even see them, let alone have custody of them?

Krystle Ann Vasquez' 3 daughters, Natalie, 4, Bianca, 3, and Jasmine, 1 were in foster care at the time the murder took place.
Apparently the reason the children were in state custody was in 2009, Krystle was holding Bianca on her lap. Daughter Natalie tried to grab the cup of coffee off the table, and apparently when Krystle was stopping that (to prevent scalding?), the baby Bianca rolled off Krystle's lap onto the floor.
Bianca was taken to the hospital where she was said to have a fractured skull. But hospital papers said "inconclusive". An MRI later showed no fracture.
Krystle had been fighting to get the children back. She wrote on her Myspace page on Nov. 12, 2009, "this is for everybody who is reading this children and youth took my babies from me now I have been doin everything they say but now they want to see me in a stable place. I have found a place but the thing is I don't have no cash to put up for it."
On her way to visit her sister, Jessica, Krystle was over-night with Ruben Velazquez, who was a "friend" (supposedly not romantically involved). Krystle's boyfriend was in jail.
Grandma Georgiana Nolan went through the process for Kinship custody. But husband Carlos admitted that he had been in a gang in 1970's to early 80's, and the couple admitted they did have domestic violence in the past.
CPS people don't believe in Salvation.
Does anybody care if Grandma Georgiana Nolan never sees her grandchildren again?
