Scott Trowbridge, American Bar Association Center on Children and the Law, "The Indian Child Welfare Act: The history through current events."  The ICWA was enacted in 1978 in response to the practice of using foster care systems to erode Native community cultures. While this history still resonates for many of the former children and their communities, disproportionate removal of children with Tribal affiliations still exists, often tied up with poverty and child-wellbeing concerns rather than ‘safety.’ This presentation will review the history, highlights of the law, and recent developments.
