By now, most people (with the exception of many psychotherapists) recognize that the self-esteem movement officially launched by California in 1986 has been at best silly and at worst injurious to society, despite whatever small benefit it may have had to some individuals.

The movement was begun by California Assemblyman John Vasconcellos. As the New York Times reported, "Mr. Vasconcellos, a 53-year-old Democrat, is described by an aide as 'the most radical humanist in the Legislature.'"

In an interview at the time, Vasconcellos told me he had personally benefited from therapy. It enabled him to improve the poor self-esteem he had inherited from his childhood. He therefore concluded that improving other people's self-esteem would greatly help society.

And so, California created its Task Force to Promote Self-Esteem and Personal and Social Responsibility, whose guiding principle was to raise young people's self-esteem in order to increase the number of socially responsible people in society.

This belief – that increasing self-esteem among the members of society will increase goodness in society – spread through the rest of America like proverbial wildfire.

It turns out, however, that the premise was entirely misguided. There is no correlation between goodness and high self-esteem. But there is a correlation between criminality and high self-esteem.  FULL STORY

WASHINGTON- The Supreme Court says Los Angeles County does not have to pay damages to a couple listed as child abusers even though they were declared innocent years ago.

The high court's unanimous ruling came today.

Craig and Wendy Humphries were arrested by sheriff's deputies nine years ago after their rebellious daughter accused them of abuse. State courts ruled the allegation was false but they remain on California's Child Abuse Central Index.

In 2008, a federal appeals court found the system unconstitutional because there's no way for the innocent to clear their names. It ordered the state to come up with a new system and the county to pay damages.

But the high court now says Los Angeles County does not have to pay.  


I guess this is what is called "sustainable government".  To hell with the little people being ground up by this monster.

A letter of complaint by the Project on Government Oversight (POGO) was sent to the director of the National Institutes of Health, documenting $66.8 million in NIH grants over the last five years awarded to a handful of psychiatrists who used ghostwriters for scientific publications.

The instances in the letter involve ghostwriting by only one company--Scientific Therapeutics Information (
STI)-- and involve only one drug--GlaxoSmithkline's (GSK) antidepressant, Paxil.

Duff Wilson of The New York Times reports that previously sealed GlaxoSmithKline documents reveal that a textbook in psychiatry, whose listed authors are  Charles Nemeroff, MD and Alan Schatzberg, MD, was actually ghostwritten by Sally Laden of STI.


GSK paid the ghostwriter and the "authors" who penned their names to the book.

The sheer audacity prompted former FDA commissioner, Dr. David Kessler to exclaim: "To ghostwrite an entire textbook is a new level of chutzpah. "I've never heard of that before. It takes your breath away." 

 
Surely that is a dubious distinction in academic medicine!

B.C.'s children's watchdog has issued another scathing report on the province's child welfare system and its progress reforming its operations, on Monday morning in Victoria.

Representative for Children and Youth's Mary Ellen Turpel-Lafond says the government has only fully implemented less than half the recommendations in the 2006 landmark report on the child welfare system by retired judge Ted Hughes.

Turpel-Lafond says she is deeply disappointed with the government's progress and is particularly critical of what she sees as a lack of accountability and oversight in the child welfare system.

She says the changes made in public reporting have met neither the letter nor intent of the Hughes report and the information posted publicly now is less useful than in the past.

She described the government's action as "vague promises that make high-level references to the Hughes review yet offer no detailed information, and at other times outright government dismissal." 

In Turpel-Lafond's view, the Ministry of Children and Family Development has failed to meet the targets in its service plans, and that means troubles ahead. FULL STORY

ALBANY, N.Y. — A report commissioned by the state's Office of Children and Family Services says hauling parents into family court is not the best way to combat a rising tide of kids who chronically miss school.

In New York City, "chronic absenteeism" — when a student misses at least 20 of the 180 days in a school year — afflicts 40 percent of high school students and educators currently refer cases to social services for neglect.

"I've talked to a lot of principals on this," said Kim Nauer, who researched the city's statistics. "Schools call in these child protective services reports because they're frustrated with the families and their inability to get these kids to school."

Under New York law, chronic school absence is a trigger for complaints to the Office of Children and Family Services. Referrals can lead to family court, foster care or probation-like PINS supervision.

Professor Robert Balfanz, at Johns Hopkins University, said his research has shown that about half the students just decide to skip school, a quarter are avoiding something negative such as a bully or uncomfortable class, and another quarter stay out for life issues like work or baby sitting.

Now, a new study by the Vera Institute of Justice — commissioned by the state office of Children and Family Services — backs up the agency's belief that going after parents for educational neglect isn't effective. The report says chronic absenteeism seldom means teens are abused or neglected at home but instead suggests they stay out for other reasons and schools need to find ways to re-engage them.

....Why is it that the media is so selective of what they inform citizens?  Could it be that judges and agencies must be right because that is what they are supposed to do….protect?  They can do no wrong….or can they?  No one wants to believe that our courts and agencies like CPS could be corrupt…but, if no one ever hears of what is happening how do citizens know there is a need to change things.  Isn’t that the duty of the media…..to inform us?

Why does the media report mostly on sensationalism?  Does it really believe citizens do not want to know truth?

The media chose to report on Niclolas Braman, because there was a horrible death of an innocent child.  If there had not been a murder-suicide it is doubtful there would have been any reporting done at all.  After all, could CPS be even remotely guilty of neglect in a case?  If the lack of concern by CPS had been brought to the attention of citizens early on, perhaps Nicholas would be with us today.

The media has been presented with case after case regarding the abuse and neglect by Child Protective Service performing its responsibilities  correctly.  But they will not report on, nor investigate those cases to find the truth of the matter.  There is nothing sensational about those cases….YET !!  But, in actuality there is, children are being abused and neglected by the State of Michigan, the courts of Michigan and the Child Protective Service of Michigan.

However, could it be that this is not brought to the attention of citizens, because the media seeks to protect those in power?  If the media brought these cases forward when presented with the injustice in a case, there might be far less deaths of children.  Citizens could protest the wrong doing by our state, courts and CPS.

Citizens report that all is not well with a child because they care about the child.   If it had been known about cases like Nicholas Braman, Ricky Holland, Rozlynn Martinez, Emily Meno, etc., etc., etc., !!........these children might still be with us.

We need a public forum to report cases when CPS and its contracted agencies along with family court do not provide JUSTICE FOR ALL.

Pennsylvania Governor Ed Rendell has signed into law legislation authored by state Rep. Phyllis Mundy (D-120th) to protect the rights of foster children.

Act No. 119, known as the Children in Foster Care Act, addresses the basic needs that weigh greatly in a child’s quality of life, including: the right to live in a safe and healthy home; access to routine medical care; access to a quality education; access to life-skills training and services to ease the transition to adulthood; and freedom from harassment, corporal punishment, unreasonable restraint, and physical, sexual, emotional and other abuse. The law is not expected to have significant fiscal impact on the state.

Under the law, a copy of the act must be provided to every foster family and child when a placement is made so that children and families can better advocate for their needs. Mundy noted that while social workers, foster parents and lawyers have the best of intentions for foster children, they might not fully understand all the rules of the system.  FULL STORY

Wow. I am gobsmacked. Pennsylvania passed a new law to make CPS do what the federal law requires. And what everybody THOUGHT CPS was doing all along.

Since CPS obeys no law anyway, I don't suppose just another toothless state law is going to make any difference.

As for keeping kids until they turn 21, that's what the federal "Fostering Connections to Success and Increasing Adoptions Act" of 2008 requires.

Now if State Rep. Phyllis Mundy had included a provision granting kids their American Fourth Amendment Right "to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized."

  -and if kids had real LAWYERS to Vigorously defend their RIGHTS- the complexion of this entire lying, fraudulent kidnapping Child Abuse Industry would change rapidly.

Japan- Sixteen percent of temporary care centers for abused children and juvenile delinquents have seen violence between residents resulting in injuries, a recent survey has found.

Abused children under 18 are sent to temporary care centers by child consultation offices to protect them from violence and other problems. They stay at the centers until they are moved to children's homes or sent back home.

A group of researchers led by Prof. Haruo Asai at Rikkyo University sent a questionnaire to 124 centers in September and received answers from 68.

Over a specified one-week period, 16 percent of the responding centers said violence by residents had caused injury to other children, and 18 percent said residents had been violent toward staff, according to the survey. Over fiscal 2009, violence against other children was reported at 35 percent of the centers and toward staff at 43 percent.

Violence was apparently more common at centers with higher populations.

"We shouldn't ignore violence at temporary care centers. These should be places where abused children feel secure," Asai said. "We should examine these centers to improve their facilities and how they treat children."

According to the Health, Labor and Welfare Ministry, temporary care centers housed about 19,000 cases of children needing shelter in fiscal 2008. Most--about 40 percent--were cases of physical abuse. The number of residents at the centers has been increasing, leading some to operate over capacity and house children for longer periods.

There are 125 such centers nationwide. Children are not supposed to stay for more than two months in principle under the Child Welfare Law, but some live at the centers for more than a year. The average stay is 28 days. They do not attend school while at a care center.

The survey results will be presented at a meeting of the Japanese Society for the Prevention of Child Abuse and Neglect on Saturday.

EUGENE, Ore. (AP) — A top Oregon child welfare official wants to expand the use of a special team to investigate foster care abuse.

The Oregon Critical Incident Response Team was created six years ago at the state Department of Human Services.

So far, it has launched 26 investigations, targeting cases where children died or were severely injured in the hands of their biological parents.

But The Register-Guard reports that Assistant DHS Director Erinn Kelley-Siel, who runs the agency's Children, Adults and Families Division, wants to add discretionary investigations into foster care abuse as a prevention tool.

She told the Eugene newspaper the state child welfare agency should have a regular system to review foster care abuse and possibly avoid future tragedies.

Being an Oregonian myself, I look skeptically at anything this evil agency says.

PROVIDENCE, R.I.- Rhode Island child welfare officials say they plan to close three emergency shelters for children removed from their home because of abuse or neglect by early next year.

Department of Children, Youth and Families Executive Director Patricia Martinez says by closing the shelters in Providence, Pawtucket and Middletown that serve about 200 children every year on Jan. 15, the agency can save about $1 million annually.

She says the closings are in line with the department's efforts to place more children with relatives
* or with permanent foster families.

Some child welfare workers tell The Providence Journal the planned closings are risky because foster families often cannot accommodate children on an emergency basis and the state could run out of other options.

We do not have actual numbers to cite about how many children really need to have been removed from their families, but we do know that between 85% and 95% of all children in the system did NOT need the sort of "intervention" that the federal government is paying for.

The much more appropriate interventions and HELP for families is NOT funded by the federal government.

Thus, it has never been more true that "You get what you pay for".

  We DO have the professional studies and white papers that show CPS interventions and subsequent kidnapping of children as historically practiced since 1974 has been incredibly ineffective, life-destroying, and just plain WRONG.

A former Yuba County employee convicted this month of bribery and extortion was disciplined in 2008 for preparing false timesheets and mileage as a Child Protective Services worker, arrested in 2003 for check fraud in Florida and convicted in 1990 of grand theft in Los Angeles County.

Yolanda Fryson, 43, is scheduled to be sentenced Monday on the bribery, extortion and other felonies she was found guilty of this month in Placer County Superior Court. 


A sentencing memorandum, filed by the Placer County district attorney and seeking a maximum 20-year sentence for Fryson, details the earlier disciplinary action and her previous arrest and conviction. 

"According to her former supervisor at Yuba County, she is known to be an untrustworthy person," wrote Stephanie Macumber, deputy district attorney.
Fryson was on administrative leave from her Yuba County job for separate allegations of passing checks with insufficient funds in Placer County when sheriff's deputies arrested her two years ago in a Starbucks parking lot near her home in Rocklin. 

She had falsely told a Roseville man he was the subject of a file she possessed involving child molestation allegations — and hinted how she could make the case disappear. The man contacted Yuba County officials, who in turn alerted the Placer County Sheriff's Department. In an undercover law enforcement operation, the man was given $10,000 that an officer saw Fryson accept on Oct. 30, 2008. 

The sentencing memo states that Fryson had agreed to take the money in exchange for destroying the file — which did not exist. After her 2003 arrest in Florida for check fraud, the sentencing memorandum notes that Fryson filed a declaration that she was the victim of identify theft and innocent of the charges. 

The felonies Fryson will sentenced for Monday include check fraud in 2008 in Placer County as well as a conviction for false evidence involving Fryson "cutting and pasting" a letter claiming a bank error caused the bounced checks, the sentencing memo notes. A document expert testified the letter, purportedly signed by a Bank of America employee, was a fake, according to the memo. 

Justin Mixon, the defense attorney representing Fryson, could not be reached for comment.
Russ Brown, Yuba County spokesman, said the county is unable to comment on the sentencing memorandum. 

"The information in the case overlaps deeply into another case that involves Yuba County," Brown said. (Probably a LOT more cases.)
 
Roseville resident Christopher Lindsay, whom Fryson falsely told was the subject of a file involving child molestation allegations, has filed a lawsuit in federal court against her and Yuba County. 

Lindsay "knew that he was innocent but here was a county worker from Yuba CPS," he recounts in his lawsuit, "alleging these horrible things."
 
Child Protective Services failed to adequately supervise Fryson, according to the suit.

HARTFORD, Connecticut-  The state Commission on Child Protection is a tiny office with a big mission – training, paying and supervising the private lawyers who represent poor parents and children in emotional, complex neglect and parental-rights cases.

Now the office is in the spotlight for another reason: It has run up, on the basis of percentage of budget, the highest projected deficit of any agency in the state.

The $3.8 million shortfall four months into the fiscal year represents 33 percent of the commission's $11.4 million budget, proportionately higher, by far, than other state departments, including mammoth agencies like the departments of social services and correction.

Lawmakers at a budget hearing last week were sympathetic to the demands on the commission, but said that the shortfall, small in terms of the state's $19 billion budget, was nonetheless tantamount to runaway spending and sent the wrong message to taxpayers and other state departments. A $3.7 billion budget deficit is projected for 2012.

Two lawmakers, Sen. Edwin Gomes, D-Bridgeport, and Rep. Juan Candelaria, D- New Haven, asked lead commission lawyer Carolyn Signorelli if some of the private lawyers — who are paid $40 or $75 an hour depending on training — were bilking the state by cheating on their bills. Signorelli said that audits have found a few lawyers who were abusing the system, but that the vast majority were doing high-quality work. She said when the lawyers were paid a flat fee of $350 per case up until a few years ago, most of them "did next to nothing'' on the cases.  FULL STORY

Dustin Horn, 41, is also charged with raping a woman.

The Department of Human Services fired Horn Monday after learning of his arrest.

A judge this week set his bail at $100,000.

While working for DHS, Horn was also the supervisor for abuse and neglect cases involving foster children.

Child welfare workers received nine reports about trouble in a state-certified foster home but no one seriously investigated until a 9-year-old boy was hospitalized with a severe burn and broken pelvis.

Results of an internal investigation released Tuesday by the Department of Human Services faults child welfare workers in Lane County for failing to pursue reports pointing to a pattern of abuse in a local foster home. 


It also recommends a new, specialized team to ensure that future calls concerning abuse in an Oregon foster home are promptly and properly investigated.

The 12-page report outlines the state's response to nine calls received about children living with Rodger and Alona Hartwig, who were approved as foster parents in January 2003. Five of those calls were assigned for investigation and later discounted. State workers didn't respond to four others.  FULL STORY

It's all being pursued under the umbrella of "mental health" with claims that this could help victims of emotional trauma. The idea that you can "heal" a patient by chemically lobotomizing them is, of course, entirely consistent with the core mythology of modern medicine: If something's wrong, you should poison it, burn it, irradiate it or cut it out... and then pronounce the patient "healed!"

In the case of memory-erasing drugs, scientists are reportedly working on a drug that would remove certain proteins from the brain's "fear center." This is based on the ludicrous idea, by the way, that memories are recorded solely by physical proteins in the brain -- an idea that's obviously based on an entirely outmoded mechanistic model of the human mind and brain.

Then again, modern medical science seems to be hopelessly stuck in the Dark Ages, believing that there must be a chemical cure for everything. Hence the ongoing waste of billions of dollars searching for a cancer cure as if it were some sort of acquired infection.

"Erasing a memory and then everything bad built on that is an amazing idea, and I can see all sorts of potential," said Kate Farinholt, executive director of the mental health support and information group NAMI Maryland, in a Baltimore Sun story. But even she can see this approach could be fraught with danger: "Completely deleting a memory, assuming it's one memory, is a little scary. Editor’s note: In the wake of high-profile child abuse cases in Lane County during the past year, The Register-Guard begins an occasional series looking at challenges facing Oregon’s child welfare and foster care systems. Today: The abuser. Monday: The state’s process for reviewing the most severe abuse cases.

....But another horrifying abuse case that concluded last year not far from Lane County also has roots in the foster care system overseen by DHS. However, despite the prosecution and conviction of a longtime state-approved foster father, the case garnered scant state scrutiny or media attention.

Kirk Garrison Sr., a 48-year-old Waldport man to whose home the state sent more than 100 foster children between 1996 and 2006, was sentenced this summer to 44½ years in state prison.

A Lincoln County jury convicted Garrison of repeatedly raping, sodomizing and sexually abusing two of his adopted foster children — a developmentally disabled daughter and a son — and sexually abusing two of his other foster children.

Garrison’s trial in Newport lasted 11 weeks, from March to June, one of the longest trials in Lincoln County history. At least a dozen DHS employees — caseworkers, supervisors and others — were called to testify. The disturbing facts brought tears and sobs from many who crowded the courtroom on the day of Garrison’s sentencing.

Yet so severe are the worst abuse cases in Oregon that the Garrison case doesn’t stand out in the minds of top officials at the DHS Children, Adults and Families Division, which oversees foster care. The state did not designate the Garrison case for CIRT review.

Four months after Garrison was sentenced, Erinn Kelley-Siel, who heads the Children, Adults and Families Division, and two of her top assistants, Lois Day and Jerry Waybrant, said in an interview with The Register-Guard that they were not familiar with the criminal case against Garrison. They noted that the abuse itself occurred before all were in their current jobs and before Kelley-Siel joined the DHS in 2008.

After checking to see how DHS handled the Garrison abuse investigation, DHS spokesman Gene Evans said the case was dealt with as a “sensitive case review” by DHS staff in Lincoln County.

On learning of the criminal case from The Register-Guard, Kelley-Siel said that if she had been in her current position when allegations against Garrison surfaced in fall 2007, she would have recommended DHS conduct a discretionary CIRT on the case.

CIRT review is only mandatory when children in state care — or those for whom a child welfare assessment has been done in the past year — die from suspected abuse or neglect. State officials also have the option of launching CIRTs in other cases.

Many involved in the Garrison case said it was as bad an example of foster care gone wrong as they had ever seen.

“This is kind of a poster child for bad decisions,” said Lincoln County Deputy District Attorney Michelle Branam, who prosecuted Garrison.

As he pronounced sentence on Garrison, Lincoln County Circuit Judge Thomas Branford said: “This case will go down as one of the most tragic I’ve ever heard. It makes you wonder how pervasive this problem is.” 

A lack of foster homes

Statistics provided by DHS say incidents of abuse in foster care have decreased in recent years. There were 100 abuse incidents in 2007, 83 in 2008 and 55 last year, according to the agency. Garrison, a former school bus driver for the Lincoln County School District, committed his crimes from 2002 to 2006, according to court records.

However, it is difficult for DHS caseworkers to detect sexual abuse, said DHS official Waybrant, a deputy assistant director in the Children, Adults and Families Division. “There’s not a definitive outward indicator (as with physical abuse or neglect),”
* said Day, administrator of the DHS’ Office of Safety and Permanency for Children.

“Primarily, we have to rely on a disclosure of some sort by a child that then is investigated,” she said. “So it’s significantly different than physical abuse, where you would see an injury.”

Richard Wexler, executive director of the National Coalition for Child Protection Reform in Alexandria, Va., asserts there is much more foster care abuse nationally than official statistics show. “There is enormous incentive to hear no evil and see no evil when it comes to abuse in foster care,” he said.   FULL STORY

Think back to when you were a kid home sick from school. What did you do at home to get your mind off your cold? Well...forget the TV. Think of something else...something simple that didn't involve too much activity. That's right. You COLORED. 

You took out a sheet of paper, your mom's important files, a coloring book, etc. and you drew all over it with your favorite waxy crayons. The bright colors made you smile and watching your little hands spread those hues all over the page soothed any troubles you had. While you drew and colored in (or outside) the lines, your imagination took wing and soared through all sorts of places, easily taking your mind off of any pain or discomfort you were feeling.
Now, imagine that you are a young child dealing with something awful, something that hurts to even think about. Perhaps you've just moved with your parents into a homeless shelter; you've been in and out of the hospital and it makes you upset when your doctors keep poking you with needles and doing tests; or maybe you've been taken away from everything and everyone you knew because someone you loved hurt you or didn't take care of you.
