How serious is child abuse in Minnesota?

Some data indicate that child abuse is declining in Minnesota, but many experts say the numbers show a decline for other reasons -- there may be less reporting of it, fewer prosecutions, and fewer services available to help the abused children and their abusers. Full story and Audio
Or possibly the entire thing has been worn out so badly and the country is BROKE. People are just sick and tired of Chicken Little yelling that the sky is falling.
