DEARBORN -- With the stroke of a pen in December, an agonizing struggle decades in the making finally was validated for one local family.
In one of her last executive decisions before leaving office, Gov. Jennifer Granholm Dec. 14 signed into law the Amer Bill, named for Ahmed and Rehab Amer of Dearborn.
The law makes the state give adoption priority to foster children’s relatives and, if a relative isn’t capable, give special consideration for the placement into a family of the same religion as the child’s immediate family.
The seeds of the law were sown more than 25 years ago, when the Amer’s infant son Samier fell in the bathtub and died from a fractured skull. What followed is a confluence of cracks in the system – justice, medical, and social – each one, the Amers falling painfully through.
Blame for Samier’s death was first placed at the feet of Rehab and she was charged with second-degree murder. While the trial went down, the Amer’s other children – oldest son Mohammed-Ali and Samier’s twin sister, Suehier – were taken into protective custody.
A jury eventually found Rehab innocent in 1986, but it was too late in the eyes of the state and there were lingering doubts. The death certificate still listed his cause of death as homicide and the children remained in foster care. But that was only the start of their struggle. FULL STORY
