WITI-TV, MILWAUKEE— Every two hours a child in Wisconsin goes into foster care, due to abuse, neglect, alcohol, or drugs in their home. Area organizations are working relentlessly to get more families to open their homes for these children in need, and they're literally upside down during a recruitment campaign to draw attention to the shortage of foster families. I guess they would rather stack the kidnapped kids up like fire wood, than become more sensible about kidnapping kids from "Good Enough Homes".
