ELIZABETHTOWN, New York — The numbers of cases handled by Essex County Child Protective Services is soaring, County Social Services Commissioner John O'Neill said recently.

He's not sure why the caseload is rising but says it has created problems for them.

"CPS caseloads have continued to climb every year, and certainly last year was no different. So, that's a huge change for us at Child Protective Services. We're scrambling to keep up with that and looking at some re-organization ideas to do that."

O'Neill said they had about 500 child-protective cases in 2009, and up to 800 last year. Anyone who calls the state child-abuse hotline creates a case that must be investigated, and O'Neill said before that most cases turn out to be unfounded. FULL STORY
