For the love of federal money is the root of all kinds of evil.

Harvested from the internet today-

New York State is now down to about 25% of foster care cases being eligible for federal reimbursement, but, at least in New York City, most CPS attorneys, and some judges, don't know that not all cases are eligible for federal reimbursement.

So CPS and the judges fight very hard to make a finding of reasonable efforts, believing that getting federal money is one of the functions of the judiciary, worth even the sacrifice of truth and justice.

As Eric says, it doesn't help the state that much, but that doesn't matter to the decision-makers: our state's leaders view foster care as a revenue producer because it brings in federal money.

It doesn't help the child if the state gets more money. It actually hurts the child because the Family Court then is stuck with its finding and won't push for real efforts to be made.

  1. Last week I saw a report out of Texas that showed about 29% of the children in foster care did not qualify for the federal funding.
