§ 176. Respect for flag: No disrespect should be
shown to the flag of the United States of America; the flag should not be
dipped to any person or thing. Regimental colors, State flags, and
organization or institutional flags are to be dipped as a mark of honor.
(a) The flag should never be displayed with the union down, except as a signal of dire distress in instances of extreme danger to life or property.

Permanent termination of parental rights has been described as "the family law equivalent of the death penalty in a criminal case." In re Smith (1991), 77 Ohio App.3d 1, 16, 601 N.E.2d 45, 54. Therefore, parents "must be afforded every procedural and substantive protection the law allows." Supreme Court of OHIO IN RE: HAYES No.96-526 -June 18, 1997
Apparently, the "procedural and substantive protections" have all been removed from the law.
