ALBUQUERQUE, N.M. -- A foster family spoke out recently after news surfaced that police arrested and charged two foster parents for blinding a 4-year-old child.

....The Children, Youth and Families Department said a case like this one is extremely rare and that only 1/4 of one percent of foster families mistreat children. The Payne’s said cases like this give foster care a black eye.

....Sandra Caraveo, 32, has bonded out of jail, while Marco Gomez, 37, remains behind bars. FULL STORY and Video

I left a nice comment there-

"1/4 of one percent"?

"As many as 75 percent of all children in foster care, upon leaving the system, will have experienced sexual abuse. One study by Johns Hopkins University found that the rate of sexual abuse within the foster-care system is more than four times as high as in the general population; in group homes, the rate of sexual abuse is more than 28 times that of the general population." --Sexual Abuse: An Epidemic in Foster Care Settings? -By Orlow, Orlow & Orlow July 17, 2009
