Push to strengthen state's child abuse reporting law debated

Maryland is one of three states without penalties for those who fail to report child abuse

Judging from this article, there certainly exists no penalty for falsely reporting people.  For character assassination purposes, there's nothing more effective, and the accused is hard-pressed to prove a negative- that he did nothing of the sort.
