Evansville man accused of having sex with foster child
By ANN MARIE AMES Tuesday, Dec. 13, 2011
Gazette Extra
JANESVILLE, WISCONSIN — An Evansville man charged with sexually assaulting a foster child is free on a signature bond.

Charles L. Alexander, 32, of 311 Almeron St., Evansville,
was arrested Dec. 7 in Evansville after a teen girl told her special education teacher her foster father had sex with her, according to a criminal complaint filed in Rock County Court.
Alexander is charged with one count of sexual assault of a child by foster parent.
Alexander told the court his new address is 12042 W. Skinner Road, Brodhead.
Alexander's home in Evansville is not a foster home licensed by Rock County, said Sandy Brown, Rock County Child Protective Services director. CPS licenses foster homes in the county, but Alexander's home was likely a treatment foster care home licensed by the state, Brown said.
The Gazette was not able to reach a spokesperson for the Wisconsin Department of Children and Families to confirm that Alexander was a state-licensed foster care provider.
Alexander and the teen were home alone the morning of Dec. 7 when Alexander had intercourse with her, according to the complaint. Alexander told the girl he would kill her if she told anyone about the incident, according to the complaint.
An Evansville police officer interviewed the girl after she told her teacher about the incident. A sexual assault exam at Mercy Hospital and Trauma Center, Janesville, confirmed the girl had sexual intercourse, according to the complaint.
