Nebraska senators consider child welfare reform resolution

Lincoln Sen. Kathy Campbell closed a Friday hearing on a child welfare reform resolution by clarifying what it was not intended to do.

The proposal to allow the Legislature's Health and Human Services Committee, which she chairs, to investigate and assess the state's child welfare reform was not meant to return to former ways of operating the system.

And it was not an attempt to micromanage the Department of Health and Human Services.

But the 15-month effort to partially privatize child welfare has been stormy -- with three of five private providers dropping out or declaring bankruptcy, the first within six months of signing contracts. FULL STORY
